UKERC Responds to ESNZ Committee Consultation on Managing the Future of Oil and Gas

Following an initial evidence session in Parliament on the role of the UK’s refinery industry in the energy transition, the Energy and Net Zero Secturity Committee launched a new inquiry and call for evidence on the future of UK oil and gas in late 2025.

The inquiry focuses on how the UK can best manage the decline of the oil and gas industries over the transition to net zero. In its Call for Evidence, it asked, among other things:
  • How should the UK manage a declining domestic market in gas, including how the gas infrastructure can be partially, or completely, decommissioned without putting the burden on a shrinking number of consumers?
UKERC Researchers Louis Fletcher and Mike Bradshaw responded to the Call by:
  • Detailing the nature and scale of the ‘stranding’ crisis facing the gas network and its domestic customers
  • Explaining why Ofgem’s proposed solutions to the crisis are helpful, but insufficient
  • Identifying key options open to the government for dealing with the crisis
