Paul Dodds is Professor of Energy Systems at the UCL Energy Institute and the UCL Institute for Sustainable Resources, with extensive experience in developing and applying energy systems models to inform policy and strategy. He provides strategic direction within the Responsive Research theme, particularly on whole systems analysis for a net zero energy transition. 

Paul led the development of the UK TIMES energy system model. As the Government’s primary whole energy system modelling framework, UK TIMES underpins long-term pathway analysis and has informed major policy initiatives, including the Clean Growth Strategy and Net Zero Strategy. His work has been central to embedding whole systems modelling in UK energy and climate decision-making. 

A core focus of Paul’s research is the role of hydrogen and low-carbon fuels in future energy systems. He is a member of the HIACT and UKHyRES hydrogen research programmes. 

Paul chairs the UK Government Low Carbon Hydrogen Standard and Certification Working Group. He is UK Alternate Delegate to the International Energy Agency ETSAP programme on energy systems and has represented the UK Government at IEA Hydrogen.
