UKERC Director Rob Gross Gives Evidence to Energy Security and Net Zero Committee on Reviewing the Electricity Market

25 June 2026

On Wednesday June 24, Rob Gross gave evidence to the Energy Security and Net Zero Committee. The Committee was inquiring into what reforms are needed to the UK electricity market to enable the transition to clean, lower cost energy by 2023.

Rob was joined by Jason Mann, Senior Managing Director at FTI Consulting, and Helen White, Head of Commercial Asset Management at Ocean Winds UK.

Following the Government’s decision last year to proceed with reforming the system of national electricity pricing, rather than moving to a system based on locational marginal prices. The session aimed to answer the following questions:

  • Can a reformed national system send the right signals for siting infrastructure and matching supply with demand?
  • Will it be fit for purpose to drive the transition to renewable energy?
  • Is the current direction of reform to the existing system sufficient to deliver meaningful change by 2030?
  • Are current policy levers, like network charges and grid connections reform, enough to drive efficient siting decisions by the market – or do we need a bigger role for central planning?

UKERC has recently submitted written evidence to DESNZ and Ofgem consultations on Reformed National Pricing, building on research including a joint report with the Centre of Net Zero Market Design published earlier this year. Last year, UKERC also published a Locational Signals in a Reformed National Market.
