This report examines the key uncertainties facing the UK’s planned low carbon transition, and identifies policies and strategies to mitigate or better understand them. It focuses on technical, economic, political and social uncertainties that could affect the achievement of agreed climate change targets between now and 2030.
The report shows that action can be taken to mitigate many of these uncertainties. In cases where it is not possible to significantly reduce them – at least in the short term – complementary strategies can be pursued. These include providing support for a diverse range of potential technologies and measures, and using trials and evaluations to identify those that are most effective.
