Energy independence, cost reduction, and support for energy innovation remain challenging for the UK Government’s efforts to transform its energy sector amidst global challenges and commitments to environmental sustainability. To help address these challenges, the UK Government established Great British (GB) Energy and the GB Energy Bill was introduced in the UK Parliament in July 2024.

Successful execution of GB Energy’s framework is expected to help balance environmental goals with economic growth, fostering job creation and its retention in the UK. It is also expected to enhance energy security to position the UK as a global leader in the clean energy transition while ensuring tangible benefits for its citizens. Yet questions remain around its operating model, ownership structure, funding streams and integration into the existing energy market, and more broadly, its ability to fulfil its intended ambitions.

This study seeks to provide a rapid evidence assessment of the feasibility of GB Energy’s proposed framework and the tools it has at its disposal for delivering its outlined goals. It will consider the following questions:

  • What has been said about GB Energy’s purpose and objectives?
  • What can be learned from comparable publicly owned energy companies globally?
  • What is the evidence to support the achievability of GB Energy’s stated objectives?
