On 16 December 2025, Dr Mark Winskel, one of UKERC’s Deputy Directors, provided evidence to the Scottish Parliament’s Net Zero, Energy and Transport (NZET) Committee on the Scottish Government’s Draft Climate Change Plan. This followed on from Prof. Jan Webb’s evidence to the Scottish Local Government, Housing and Planning Committee on 18 November. You can read the full session reports here and here.
The draft Climate Change Plan (CCP) sets out how the Scottish Government intends to meet Scotland’s statutory emissions reduction targets between 2026 and 2040, across all areas of society and the economy.
The parliamentary committees met with experts across business, academic and NGO sectors to discuss the strengths and weaknesses of the draft plan, and have now published their assessments and recommended revisions in the final version of the Plan. In a written response to the Scottish Government’s consultation on its draft plan, UKERC, in partnership with the Energy Demand Research Centre (EDRC), welcomed the publication of the draft, and the Scottish Government’s commitment to meeting the Climate Change Committee’s recommended carbon budgets to 2040. We also submitted an earlier written response to the Scottish Parliament on its Draft Climate Change Plan scrutiny, and we have met with Scottish Government policy and research teams to offer evidence and expertise on different aspects of the plan.
